Why is the average lower than rents in ads? The survey average covers every purpose-built rental home, rented or empty, and most have long-time tenants whose rent can rise only by BC's yearly limit. New tenants are asked more, so the email shows what empty homes were offered at and asking rents in online ads beside it.
